William Morgan Phillips, Sr., born September 17, 1933, son of William Pullen Phillips and Irene Morgan Phillips passed away unexpectedly Saturday, November 18, 2017. He was a member of Mikesville Presbyterian Church along with his loving wife Mary where he was a member of the Session. He attended Wake Forest University, class of 1955.

He and Mary moved to Lake City from the mountains of Blowing Rock, NC. Previously as a resident of Palatka for many years, where he worked for the Putnam County Commission as Purchasing Director and retired as County Administrator. He was a member of the Rotary Clubs of Crescent City and Palatka, FL where he served as president and a Rotary Club member in Lake City. He also was a Paul Harris Fellow in the Lake City Club.

He is survived by his loving wife of 31 years, Mary, his daughters Kathy MacQueen (Bill) of Jupiter, FL and Rebecca Rhinehart (Mickey) of Savannah, GA, son Bill Phillips, Jr. (Susan) of St. Augustine, FL, Rick Wells (Tracy) of Palm Coast, FL, Susan Wells of GA, 14 grandchildren and 9 great-grandchildren.

A memorial service will be held December 15, 2017 at Mikesville Presbyterian Church at 12:00. In lieu of flowers, the family requests donations be made to Mikesville Presbyterian Church at 384 SE Clubhouse Lane, Lake City, FL 32024.
