Stephen Harold "Hal" Foy, 80, passed away on July 26, 2025, in Lake City, Florida.

Born in Saluda, South Carolina, Hal was the eldest of six children of Harold and Mable Foy. As his father worked for Southern Road Builders, the family moved frequently around the Southeast before settling in Tallahassee in the early 1960s. Hal graduated from Leon High School in 1963, where he lettered in track and field and met Margaret Hunter, who would later become his wife. They married in 1966 and shared nearly 40 years of marriage until her passing in 2005.

Hal attended Florida State University, were he earning a B.S. in Accounting and enlisted in the Army ROTC. After graduation and his marriage to Margaret, Hal was called to active duty as a Second Lieutenant and served at Fort Bragg, North Carolina.

Following his military service in the Army, Hal and Margaret returned to Tallahassee, where Hal built a 37-year career with the Department of Banking and Finance for the State of Florida.

Affectionately known as "PopPop," Hal was deeply devoted to his family. He had a lifelong love of soccer—as a player, coach, referee, and fan—and enjoyed bike riding, being outdoors, and caring for animals in need. His quiet generosity and dependable kindness were felt by all who knew him.

Hal is survived by his three children: daughters Suzanne Swisher (Kevin) and Stacie Zell (Gerard), and son Stephen Foy; his cherished grandchildren Jackson and Anna Cathryn Swisher, Hunter and Grant Zell; his sister Karen Albritton (Keith); and brothers Walter Foy (Jane) and Joel Foy (Maryann), sister-in-law Janet Foy, and devoted biking buddy and friend, Harlan Helms. He was preceded in death by his wife Margaret, brother Alan Foy, and sister Beth Foy.

A family gathering to honor Hal's life will be held in the fall. In lieu of flowers, the family welcomes donations to Haven Hospice in Lake City, Florida, in his memory.
